• Emphasis on U.S.-based company as a condition of membership.  If the applicant has a foreign parent company, the U.S.-chartered company needs to be aware of the ITAR and take appropriate steps to have a TAA in place prior to any task order award.  Processing a TAA can take as long as six (6) months.
  • If a company desires to participate in the Request for Project Proposals (RPP) process, it must submit an application for RTC membership two (2) weeks prior to the RPP due date to NCMS.
  • Subcontractors must be an RTC member prior to finalization of a task order funding a project under RTC’s OTA.
  • If a company desires to participate in the submission of Concept Papers for the TAB process, it must submit an application for RTC membership two (2) weeks prior to the TAB process deadline.
